can u tell me that i m 25 year old and i m doing graduation from csjm university as a privet can i do psc or ias

i did heighschool in 2000 and 10+2 in 2003 than i left my study due to some reason than i started study again and i did B.A first year in 2008 again i leaft study now every thing is ok so i want to start study again and want to compleat my graduation ant after that i want to do IAS OR PCS .
