Can we change our specialisation to M.Sc in quantum physics after doing B.Sc in astrophysics?

You can pursue M.Sc in Quantum physics, even if you haven't studied it. In your graduation, you just have to come up with the new syllabus. And, remember to cross check the same thing with the college you are trying to apply in.
