Can we do fine arts if we have done a course of philosophy from Delhi University?

Yes, sure, you can.
It doesn't matter if you have done Hons. in Philosophy. The eligibility for B.A. Fine Arts in DU is 10+2 qualification in any stream with minimum 50% marks in aggregate.
However, the cut-off plays an important role. So you must crack the cut-off of the same.
