Yes, definitely, you can pursue B-Tech in IT after doing Diploma in computer Engineering. Actually, it is best to continue in same branch but if you know that your interest and future goal lies in It then it is great to pursue that. Yes you can join a b.tech institute in IT after completing your diploma and +2 is not required i think in diploma. After joining a b.tech institute you will join from the 2nd yr as lateral entry. and that doesn't matter.

Hello dear, Yes, why not, and you have also a plus point that you will be directly admitted to 2nd year. You don't need to study 1st year of engineering course.
