No, you cannot apply for the UPSC CMS exam during the fourth year of MBBS. The MBBS is a 5.5-year programme that includes a six-month internship. According to UPSC eligibility criteria, you can take the CMS exam after completing your MBBS degree course or in the final year of your MBBS degree course

Hi Deepika! 4th year student may not be able to appear in UPSE CMC because eligibility criteria for UPSE CMC says that the candidates, who have passed MBBS or written the final year exam or final year student in graduation degree can appear in the examination.
