First of all, you are asked to fill in your preference list for various branches in various institutes. After that, there are a certain number of rounds (last year it was 3, I guess). Before the first round you are required to pay a fee. If you drop out at any stage then the fees (or some part of it) is refunded to you. These rounds work automatically, and you are notified after each round what you have been allotted.

You have to first do the choice filling where in you are required to fill in your preference order of the (branch + IIT) like first preference IITB CSE, second preference IITD CSE and so on. This is the trickiest part as in the counselling round, you will be provided a seat in the first choice of yours where a seat is empty at you rank, you will not be able to change it once you are allotted.
However, you can leave a seat after first counselling, and since some students leave their seats, your allotment may change if there is a seat available at any choice above your allotted one.
