There are various private colleges that offer Diploma in a good private university.
The thing is the minimum age is 16 years to pursue an Diploma course and there is no upper limit. It's very good that you have an experience of so many years in construction field. In my opinion I would suggest you to focus on your hard skills and inter-personal skills.
