All IITs, nits and IIITs offer computer science engineering so you may appear for JEE mains to get admissions. Alternatively, go for BCA or B.Sc in computer sciences.

India's top colleges for CSE are - IITs, IIITs and NITs.
Or you may refer private universities such as SRM Chennai, VIT Vellore, Thapar University, Lovely Professional University, Indraprastha University, Delhi Technical University, APJ Abdul Kalam Technical University, etc.

I would say that Lovely Professional University is a great university which every students are looking for. Be it studies, hangout places, infrastructure or extracurricular activities, this university has it all. LPU makes leaders who are not only thorough professionals but also good human beings with values. This is just one of the many reasons why it is consistently ranked no.1. Well, I would say modify above question asking "Which are good Non Government Institutes for CS Education in India? "
The reason for suggesting above modification is, I want to suggest IIIT-H and BITS. IIIT-H is neither government nor private. It's Not For Profit Public Private Partnership Autonomous Self Governing Deemed University. They say that it's best choice for CS in India after old 5 IITs (B, MD K, Kgp). So, preference list for graduation/undergrad studies would be as follow,
1) IIIT-H - Not For Profit Public Private Partnership Autonomous Self Governing Deemed University
2) BITS - Not For Profit Private Autonomous Self Governing
