I would go for LPU !

Instead of pursuing PG Diploma in Journalism and Mass communication, you can pursue MA in the same as you have better college options. Below is the list of colleges offering MA in Mass Communication and Journalism.

PG Diploma in mass communication available as distance learning mode. It can also be done from Kurukshetra University or GJU, Hisar.
