Can you suggest some countries to do Masters under 5 lacs? I have done my B.Sc maths with 65%.

I don't think that in just INR. 5 lacs, you can get a government college in Germany, Italy, France and UK. Prepare for GRE if you passed this exam, you can get scholarship and get best college abroad. And, also other option is you can get admission in private college abroad for Masters.
