You will be getting almost no Central Government IHMs and you would obviously have to compromise on state level IHMs, instead why don't you opt for private institutions like Oberoi or Vedatya Institute-Gurgaon, Oberoi STEP has no fee and instead they pay you stipend and Vedatya institute is one of the best hotel management institutes in Delhi-NCR providing top notch level of education with similar fee structure to IHMs.
