    Hello Himu,
    There are many private colleges, well-known, who offer lateral entry in second year of engineering if you have completed diploma in concerned topic. All such admissions are made based on guidelines issued by AICTE. In addition, normally, the state from which you have completed diploma, will have an entrance test for lateral intake in colleges of that particular state.

    You can appear for UKSEE and then easily get admission in COT Pantnagar, it is a government college. The best private colleges in Uttarakhand are DIT Dehradun, Graphic Era and COER, Rookrkee. You can take admission in Galgotia's College too.
