Only the following institute meets your criteria:
Department of Business Management - University of Calcutta (BM, University of Calcutta).
Admission is based on CAT and fee is approximately rupees 17000 per year. Rest all other institutes have a course fee of around 6 lakhs to 7 lakhs per annum.
