Can you suggest some top colleges with a low fees structure to pursue MBA in distance mode?

it depends on which location you are
if you are from Mumbai you may opt MBA from Bharati Vidyapeeth or DY Patil University, budget : approx 50k for entire course, Pondicherry University, approx 35K
if you are from Tamil Nadu, any city, you may opt Anna University, most recommended and Madras Univers

both are bad and don't have authority to offer course outside their campus
