Hello Sukumar,
MPA is the best course who are willing to work in Government sectors. The Australian National University, Curtin university, Manchester metropolitan university UK, Harvard Kennedy school are best abroad and Pondicherry University, Indian institute of Public administration Delhi, Jam

No issue when you're in determinate. But if you're aspiring to become a professor, my suggestion is pursue MA in Public Administration in India and doctorate in Foriegn University for a handsome salary.
