IISc-Bangalore, UDCT- Mumbai, BITS-Pilani-Hyderabad, VIT-Vellore, IIT-Ropar and R V College of Engineering-Bangalore, these are some of the best chemical engineering colleges in India.

See, first, go for IITs and NITS. There are some private colleges which are equivalent to IITs and NITs like BITS-Pilani, VIT and UPES.
