Can you suggest the best colleges in north India with decent placement that I can get with 60 percentile in JEE?

I have a CRL rank of 650233 and an OBC category rank of 245000. I got 62% in my 12th board exam. I want colleges especially in Delhi, Punjab, Orissa and Chandigarh.
