Hello Akshyaa, Top engineering colleges in India are without doubt IIT's. For medical, there could be debate and different surveys have thrown up different results.

Your query had two parts. First about which are top engineering colleges. The answer is 'IIT's'. Second part was which are top medical colleges. The answer is difficult to say since different surveys give top billing to different med colleges. Of course AIIMS, Delhi is in top three.
