They differ greatly from one another. If you have the funds, you can study abroad at certain reputable universities. It is not about money, though, to enter the civil service. Compared to studying overseas, spending won't even come close to what it would be. All funds will be used towards coaching and study materials. One thing to keep in mind is that while studying overseas won't be as difficult, succeeding in civil services will require a lot of work.
