    I am going to assume the former situation and will try to give you an insight. I belong to Punjab, a state where most teenagers want to study abroad. So I know, what are the various questions that come to their mind. I will go through all of the questions one by one and will give you the solutions too. Most of the students go Abroad after their 12th class to pursue graduation. Others prefer to do their Masters from Abroad. But the fees of these courses are very high as the entire fees will be in Dollars. When you convert this into Indian Rupees, it becomes very difficult for Middle-Class aspirants to go abroad.     According to a friend, the best place to go is the university in Mohali, also known as Chandigarh University, which has a special scheme for students who want to study abroad.
