It might not be a good decision there are several reasons-
    1) You will not be able to pursue Masters because of your age.
    2) You may not GET the desired result for even third time do it would be waste of one year and money.
    3) Engineering is not all about JEE many students who GET less marks in JEE even does good in Engineering so you may opt for private college and pursue your Engineering.
    4) You would feel bored studying same stuff 4th time and you will not be able to develop the curiosity in studying. Hope you will take the decision wisely.

It depends on your potential. If you have a doubt on yourself, then don't take a drop for that. You can join any private college.

No you can't. Because you can give JEE in consecutive 3 years only.

    Hi
It depends on you whether you are determined to crack IIT or not. Few facts about the JEE are 15 lakhs are appearing every year and there are only 30000 + seats in IITs, nits and IIITs.
