could someone please guide me about the commonwealth scholarship for the year 2013-14? what is the exact procedure of applying?

i want to pursue masters of architecture, it is important for me to know whether the college i want to apply to in uk, collabarates with this scholarship program-me. The deadline for 2011-12 ws oct,2011, but i don't see any information for 2012-13 ..anywhere on internet...
