The best time would be to join sometime around June/July during your final year of B.Sc. 3 to 4 months of sincere effort is enough for CAT. CAT is conducted in Nov/Dec every year.

There is no best time to prepare. Start as soon as possible according to your convenience. I will suggest you to start preparing after B.Sc. Course. As CAT and B.Sc. Syllabus has no connection. CAT exam need continuous focus and you can complete the syllabus of CAT within 6 months.
