Dear Pradeep sir My son got 99.79 percentile in jee mains in Feb 21. Which campus would you suggest to him best suited preferably for CSE

To let you know we are from Hyderabad and our first preference would be IIT hyd. Next iiit hyd next IIT Madras Iit Delhi etc. Can we opt for electrical engineering in Hyderabad in IIT and later try to change branch to CSE ? Please suggest. Does EE consist of communication and electronics also?
