For appearing in civil services exam you must be of 21years. Apart ias upsc also conduct cpf exam.PREPARATION FOR THESE EXAM REQUIRE LOT OF HARD WORK .YOU MUST START BASIC AND THEN READ TOPIC SPECIFIC BOOKS and do lot of practise.

Yes you can start study you can read spectrum book for general study and regular update current affairs from magazine line CSR or pratiyogita darpan
