dear sir, i would like to take KAS exam, is that diploma (polytechnic, 3years course) candates are eligible ? if not eligible? after a be/bt

Any gradutes are elgible for KAS exam.

I presume you are talking about IAS exam. Diploma is not eligible, degree is. Therefore do your B.E./B.Tech.
