IAS /IPS are selected through upsc exam.after 4-6 year service IAS BECAME COLLECTOR AND AFTER 9-12 YEAR SERVICE IPS BECAME DIG.
PCS OFFICER also get promoted to IAS (dm)after 15-20 year service.
