Did b.com,Osmania University (Distance).Planning for M.com(regular).After that MS in US.Do I come under 16yrs of education?

Some one told me that B.com(Distance.) doesn't come under 16 yrs education. University source told me that I can join for regular college for M.com. I am planning for MS in US after m.com (16 yrs education). Does B.com count under 16yrs of education?
