Most of them do and some even conduct their own tests. These days we have good private universities too that are at par with government institutions. Opt for some of the good private universities like LPU, SRM, VIT, etc. Offering various specializations in B.Tech. They have their differ

Only IIITs, NITs, CFTIs and GEC of Uttarakhand, MP, Orissa, Haryana and Nagaland offer admission through JEE Mains.
IITs, ISM and IIEST offer admission through JEE Advanced.

No, they don't. JEE exams are particularly for admission Into Central government colleges like NITs, IITs, IIITs and GFTIs. The seats are allotted by JOSAA (a counseling based on the ranks In JEE exams).
