Most of the colleges have that, but every college or admission board has some minimum matches played kind of thing with minimum at state or regional level. So, it is better to check with the board's the latest criteria on official website.

Ofcourse there are a few seats reserved under sports quota in every government college, for them you should have a certificate from the Sports Ministry of India. You need to be either a national or a state player for that.

Not every college, but there are college that give admission on the basis of Sports quota. One should check the process of admission and eligibility criteria of college. But, only sports quota is not the selection criteria. It gives support to your resume while registering a college.
