can government engineering college,bilaspur affiliated to chhatisgarh swami vivekanand technical university,bhilai provide a good education in engineering in computer science branch????

yes....if you get engineering college like NIT......then you will get good education...!!!!....and it also depends on the administration and faculty of the college....
