To be honest , you will have to really outperform your way during the group discussion and GD PI . Because your overall performance will be calculated and not only your CET marks . The minimum eligibility is 50 percentile for applying to the admission procedure for the PGDM , but if you really perform well at the GD PI then you can equalize your score with those who have around 80 percentile applicant. A word of advice , know the current news well and know your CV really well .

There is no percentile based cut off for PGDM as the selection gives more preference to group discussion & interview. If your performance is good during GD/PI then you you can secure admission in PGDM.
