Do I have to appear for any exam to get admission in foreign countries? Can I get full scholarship?

On the whole 'yes' you have to, however admission requirements are university and program specific. IELTS or TOEFL, SAT, GRE, GMAT are some of the exams hugely taken by international students for higher education abroad. Scholarships are merit-based, full scholarships are rare and mostly given to local/domestic students. Having said that if you are academically brilliant and can demonstrate financial need they may award you something close to a full grant. You can also consider external funding agencies like Commonwealth scholarships, Aga Khan Foundation etc.
