Do I need health insurance to study at the University of Passau?

For the Winter semester, the semester contribution fee at the Uni of Passau is EUR 126.90 (Around INR 14k). The university does not charge tuition fee from the students but, the students have to take care of the monthly expenses. Housing cost in Passau can be around EUR 300 - 500 per month.
