You should know the basics of drawing at least, rest the details are taught during the course only. IIT is one of the best institutes to do B.Des course because of its recognition.
But, you can apply for these colleges as well:
1. NID - Ahmedabad
2. Symbiosis Institute of Design – Pune.
3. UPES –

I wouldn't say that you need to be an artist to pursue B.Des but yes a bit of drawing skills are compulsory when pursuing a design course. But you can learn sketching as well during your course time.
Top colleges from where you can do B.Des are:
NID, Ahmedabad
NIFT's
Pearl Academy, Delhi
Symbiosis

In a design course, your idea and thought process matters. Good sketching is essential, but the students are a judged on the basis of their creativity, imagination and visualisation, skills, observation, general awareness, etc. So, developing these skills are equally important.
