Do I need to complete UG in order to pursue B.Tech and M.Tech?

You don't need graduation to pursue B.Tech. You need to clear your +2 and should clear the entrance exam.
You can pursue M.Tech after completion of B.Tech as it's a Master's degree which needs completion of Bachelor's degree.
