Do I need to pay the fee for the rest 3 years of engineering if I want to leave the college after the 1st year?(seat through govt. exam)?

I am thinking to leave the college. Will I get the transfer certificate or not?

    No, never. You should only pay for 1st year of studied. They charge separately for each semester. You will also get the transfer certificate.
