Do I need to pursue a 3-years UG Degree or a 4-years UG Degree for getting admission in Masters in Germany?

Hello,
Almost all European countries accepts 15 years of education, but Germany accepts 16 years of education especially for technical education. To get admission to German universities you should have excellent academic scores of above 65 percent. You need to appear for German language proficiency test, IELTS or TOEFL and GRE exam if the university has it in the admission requirement. -
It does not make any difference. All the German universities ask for Bachelor's degree, but they will not check the duration of the degree specifically. But, it should be accepted and transferable. All you need to get is the German language certificate and university entrance test score like GRE/GMAT. All the best.
