Do I need to repeat JEE Advanced to get admission in IITs for CS as I got a rank of 15939 in the same? I belong to open category.

If you are determined to get into CSE in any IIT then you should take a drop.
As your rank is also not good go get admission into any IITs, so you must have to do something either taking a drop or taking admission into some of the private colleges.
