Do I need to write TOEFL, IELTS to do MS in Germany if I produce the language of instruction certificate from the previous university?
I will provide my language of instruction certificate as English for my BE degree from the university.

TOEFL or IELTS exam will help you in getting the student visa, so you must take either of them. Some universities may accept the certificate but it is better to take a standardized test.
