Do I will get admission in Lateral entry Engineering to Jharkhand colleges in 2020?

I've taken admission in Diploma in Mechanical Engineering after my 10th completion, and in 2020 I'll complete my degree. Do I'm eligible to fill form, and get admission in Engineering college. Because here in shiksh. Com website, it'says, compulsory for a student to complete 10th+2.
