Do other competing institutes like IIM's have an edge as FMS doesn't have a good foreign exchange program for MBA?

While IIMs certainly have their foreign exchange programs, it has its own strengths and the same has reflected through its prolific placement record and performance of recent alumni in the corporate world.
Also, FMS has its summer school program where you can study abroad for 4-6 weeks in the month of June between your two years of MBA. -
The B-school rankings would definitely point towards IIM A, however, there are certain factors that you need to be sure of before you go for an MBA.
The question everyone would be asking you throughout the entire process - from your entrance interviews to your final placement interviews - Why MBA? If getting placed in a good/great organization is on your priority list, you might prioritize one over the other.
