Do syllabuses of MS and M.Sc vary in studying postgraduate course in civil engineering in Canada?

In Canada you have two degrees: M.Eng which is course/ project based and the other one is M.Sc/MS which is thesis based program. If you are interested in research then go for M.Sc/MS.
