Any student's Hall Tickets if he/she fails school tests or pre-board. Pre-board and schools tests are just sort of warm-ups and preparatory tests so that a student can understand what is the pattern, marking scheme and structure of board papers. Schools keep this hype that you will be denied of Hall Tickets if you doesn't pass pre-boards so that a student must prepare well and up to mark for the boards (That's why Pre-Boards are about month before boards). If unfortunately you fail there will be some problem in obtaining the Hall Ticket.

When you are in class 12th and going to appear your finals, be it very near to the 1st day of exam, you will get the hall ticket. No one denies that until board denies itself for some reason of your own mistake in registration.

If you failed, then you are not eligible for the exam. Best of luck for next year.
