Do video editors need to have either training or experience of graphic design to be able to do justice to their role as video editors?

You don't absolutely have to do that, but you should.
Video editor and graphic designer are 2 professions, but they are sort of interconnected. One helps the other. If you know the graphic design you'll be able to do your job easier and provide higher quality videos.
