Does a 4-year UG diploma course hold the same value as a 4-year B.Design course?

I want to pursue product designing with future plan of pursuing M.Design in Automobile.

The relative importance of a diploma, when compared to a degree course is less, so it's better to go for a degree program. You can pursue B.Des after your 12th followed by M.Des. The best colleges for B.Des are UPES SoDs, NID, NIFT etc. Curriculum varies from institute to institute.
