Hi,
UGC stands for University Grant Commission and it is governing/regulating body for the Universities in India where as AICTE i.e All India Council of Technical Eduction is the body to recognize and accredit the courses, mostly the ones offered by the institutes.
Any U.G.C recognized university can offer technical courses without the approval of A.I.C.T.E but that varies from one college to another.
For example, B.Pharmacy degree of all the Indian Universities has to be approved by the Pharmacy Council of India/ All India Council of Technical Education and established by an Act of Legislature/Parliament,
