Does an M.COM graduate can do ipcc without clearing cpt ? .but he didnt got 55 percent in b.com but got 60 percent in M.COM

Well as for my understanding is concerned, IPCC stands for Intergovernmental Panel on Climate Change.And if you are inquiring about this only, the eligibility requirements are as follows:
* Scholars should come from developing countries, and priority is given to those from least
