Does B.com from jodhpur national university under IBL mode is valid for upsc or rpsc

I am doing B.com From jodhpur national university under IBL mode. Now people say it is not valid for Upsc or rpsc. I also want to know what type of program is this one.

Jodhpur national university is UGC recognized university therefore the degree given by Jodhpur national university is valid for government job including UPSC and RAS in India
