In your 3 years of degree in B.Sc. You will learn much about Science which can be utilized practically or you can even teach it to other by entering the teaching field so the scope of B.Sc is good.

B.Sc is a good career choice if you are interested in science field, as you haven't mentioned your subjects so it is difficult to answer your query properly.

Yes, you can go for civil services. You can do Masters and go for teaching.
